Health & Safety Guidelines

The following guidelines have been produced by Radcliffe on Trent Carnival Working Group. They are not exhaustive and may not cover every aspect of your group, however, we have attempted to take all aspects into consideration. We have based the information on experience of previous Carnivals, common sense and information given to us by professionals working in the Health & Safety industry. If there is anything you are unsure about, please do not hesitate to contact us for clarification. 

Please remember your group is responsible for your part in the Carnival. The Carnival Working Group do their utmost to consider the safety of all those involved and do an overall Risk Assessment as well as taking out a Public Liability Insurance Policy which covers all aspects of the Carnival, apart from the floats provided, which come under the providers company insurance. 

The Carnival Working Group’s ultimate aim is for a community event to bring people together whilst providing an opportunity to promote your organisation and to raise funds and to consider the safety of all involved. 

GENERAL GUIDELINES FOR CARNIVAL PROCESSION ENTRANTS 


 Route: Floats and Bands will start at Bingham Road Playing Fields and will move off under instruction of the local police or Procession Co-Ordinators only. Proceeding down Bingham Road, allowing the Walking Groups assembled in Golf Road to join under direction of Local Police or Procession Co-Ordinators. Continuing down Bingham Road onto Main Road and into The Grange grounds via Vicarage Lane gate. Floats will be pulled up by the new Church Hall and will dismount and join the Walking Groups in The Grange grounds for the prize giving. These guidelines are designed to give advice and help you keep your group and spectators safe. Please nominate an adult member of your group to be responsible for all aspects of safety, so they act as a single point of contact between your group and carnival organisers both before and during Carnival Day. Please ensure this information is on the pro-forma.

Ensure you carry a mobile phone and have the carnival organisers’ numbers to hand in case of any problems occurring on Carnival Day.

Ensure you make adequate arrangements to assemble your group and to meet children safely. There will be NO vehicle access to the meeting point for Walking Groups (Golf Road)

Where ever possible, please encourage your group or parents to leave cars away from the village centre on Carnival Day. The centre of the village will be coned to past the church and access will be limited around The Grange throughout the day.

Please ensure that you have come equipped for the weather conditions.ie. Sunscreen and water available on a hot day. Although first aid is provided, we suggest you carry a small kit.

Please do not consume alcohol either before or during the procession.

Please ensure your own marshalls wear high visibility jackets or similar and are clearly distinguishable from the main group.

If your entry includes anything on wheels, please ensure it is operated/pushed by a responsible person, as the ability to foresee hazards and stop is essential. Please do not allow children to be responsible for any braking devices. Please do not allow anyone to walk directly in front of any type of vehicle..

Ensure any costumes and props used are fit for purpose and will not break or be affected by weather conditions at the time. Be aware there are low overhead cables on route.

If you have children in your walking group, please keep them together and away from moving vehicles and ensure that you have enough adult helpers for the number of children in your party.

If there are people on a float, you should ensure they are seated securely, or adequate handrails are provided to prevent them falling off. Keep the number of people on the float to a reasonable level.

Please ensure ladders are available to mount and dismount your float. Please ensure any children are supervised throughout.

The driver should keep up with the procession and not allow significant gaps to form which can cause the spectators to spill on to the procession route.

The driver should pay particular attention to spectators trying to cut across the procession ahead of them, and crowding to the side.

The use of adults to walk along side the float who can be clearly seen by the driver is recommended to provide an additional pair of eyes along side the float.

You should only climb onto or off your float when the vehicle has stopped moving.

Please ensure you make adequate arrangements for children to be met after the procession, which ends in the Arena at The Grange, and is immediately followed by the prize-giving. Plenty of time is allowed in the schedule. Please remember there is a PA point which can be called upon if you need any announcements made.

Please try to keep your vehicle central and away from either side of spectators in case a spectator falls or is pushed into the road.

Please ensure your group does not allow a gap to appear where either the public or a vehicle could attempt to “nip in”

Please follow all instructions given by either the procession co-ordinator or the Local Police and follow the procession marshalls at all times.

GENERAL GUIDELINES FOR MARSHALLS

These guidelines are designed to give advice and help you keep your group and spectators safe. If you have any concerns, questions or need further information please contact anyone from the Carnival Working Group or email rot.carnival@virginmedia.com

Please ensure you are wearing a high visibility jacket. Please ensure you have read all briefings issued prior to Carnival Day and attend the marshals’ briefings as advised.Please follow instructions given by either a designated member of the Carnival Working Group or the Local Police.

Please ensure you have familiarised yourself with the site layout and the essential points. IE First Aid, PA, toilets, refreshments, exits, evacuation/incident routine.

Please do not leave your point unattended at any time.

Please ensure you have either a mobile phone or walkie-talkie and can contact a designated person at any time should the need arise.

Please bring any inappropriate behaviour to the attention of either the Carnival Working Group or local police at the earliest point.

Please be mindful of your role in maintaining the security of visitors, money and your fellow helpers at all times during the afternoon.

GENERAL GUIDELINES FOR CARNIVAL STALLHOLDERS

These guidelines are designed to give advice and help keep your group, stall and spectators safe. If you have any concerns, questions or require further information, please do not hesitate to contact anyone from the Carnival Working Group or email rot.carnival@virginmedia.com

Please nominate an adult member of your group to be responsible for all aspects of safety, so they act as a single point of contact between your group and carnival organisers both before and during Carnival Day. Please ensure this information is on the pro-forma.

Please ensure you have an adequate number of helpers to set up your stall.

Please ensure all members of your group have information passed to them and have been fully briefed.

Please take into account the transportation of equipment, bearing in mind cars will only have access to the drive area and will only be allowed to park for a short period whilst you empty its contents. You will need to carry equipment from this point to your stall. If you require help, please let the Carnival Working Group aware.

Car access is only allowed between 9am and 11am. Before this time, the Carnival Working Group will require this area for vans delivering equipment. If you require access before 9am, please contact a member of the Carnival Working Group or email rot.carnival@virginmedia.com

Vehicles will be allowed to re-enter The Grange to collect stall equipment around 5pm (once visitors have left the site). If the schedule over-runs this may be slightly later. Please do not cause an obstruction at the gate by waiting on the road. You may wish to consider parking on Hunt Close and using the rear gate if your stall is sold out early or if you need to leave before 5pm.

Please ensure any equipment used is fit for purpose, has been checked and tested and has all its components.

Please ensure strong, sturdy tables are used, and avoid the use of pasting tables that hinge in the middle and do not have a central support.

Please ensure gazebos have their pegging points intact and the pegs are correctly placed and sunk into the ground to prevent a tripping hazard. Please ensure guy ropes are not protruding past the front of your stall thereby causing a tripping hazard.

Ensure any heat sources are away from the public and cannot be reached or touched. Ensure a notice is prominently displayed with a warning. Ensure they are not left unattended at any time.

Gas bottles should be away from the public and supported to prevent toppling. Ensure a notice is prominently displayed with a warning. Ensure they are not left unattended at any time.

Batteries should be covered and housed in a waterproof container and should be away from the public and not in a position to fall or topple. Ensure a notice is prominently displayed with a warning. Ensure they are not left unattended at any time

Bunting should be placed above head height or at waist height and should not be in a position where someone could get caught in it.

Do not openly display money taken. Please consider keeping a float in a container and ensuring other monies are safely kept away from public gaze.

All stallholders will be advised of the evacuation signal between 11am and 12pm. Please ensure this information is passed to other members of your group if they are not present at that time.

Please ensure you are aware of the main points around the site, particularly the PA point, First Aid Point, Toilets, Refreshment points and entrances/exits

Please ensure you have a mobile phone available and have the phone numbers of the Carnival Working group available in case you have any difficulties during the day.

GENERAL GUIDELINES FOR FOOD AND DRINK PROVIDERS

These guidelines are designed to give advice and help you keep your group and spectators safe. If you have any concerns, questions or need further information please do not hesitate to contact anyone from the Carnival Working Group or email rot.carnival@virginmedia.com

Please nominate an adult member of your group to be responsible for all aspects of safety, so they act as a single point of contact between your group and carnival organisers both before and during Carnival Day. Please ensure this information is on the pro-forma.

Please take into account the transportation of equipment, food and drink, bearing in mind cars will only have access to the drive area and will only be allowed to park for a short period whilst you empty its contents. Please ensure someone from your group has a Food Hygiene certificate and a copy is displayed. Please ensure at least one certified person is in attendance at all times and ensures Food Safety Guidelines are followed at all times.

Check all equipment and utensils to be used are in good working order and are not damaged. Ensure they have been thoroughly washed, if necessary disinfected, and dried before use. Ensure utensils are designated for different purposes and do not swap between raw, cooked and ready-to-eat foods.

Good personal hygiene practices should be followed to prevent bacteria spreading to food. Clean clothes and either freshly laundered or disposable aprons should be worn.

Effective handwashing during preparation and serving should be practised. Ensure no staff move between raw preparation, cooking, serving and taking money without washing hands or the use disposable gloves. Remember the handling of money is a source of cross-contamination and should not be mixed with food handling.

Separate sinks/bowls should be used for hands and equipment.

Hair should be tied back and jewellery removed.

Smoking and eating should be avoided in or near the food area.

Anyone who has been ill in the previous 48 hours or who becomes ill should not be allowed in the food area. Cuts and sores should be covered with brightly coloured plasters.

Cloths can be the cause of cross contamination. Ensure cloths are washed between each task and if used in raw food areas are not reused. You may wish to use disposable cloths, wipes or paper towels to minimise risk.

Please ensure you source food from reputable suppliers who follow laid down standards of food safety and hygiene.

Raw, ready to eat and cooked foods should be kept separately at all times. During delivery, storage, preparation, cooking and serving.

Food should be kept covered. Particularly cooked and ready-to-eat food. Suggested coverings are kitchen foil, cling film, plastic boxes with lids and bags. Do not re-use foil, cling film or bags and ensure plastic boxed are washed and dried before reuse.

Be wary of pests and insects. Do not use chemicals to destroy near food.

Please ensure all cooking equipment is away from the public and access cannot be gained, particularly from inquisitive children.

Please ensure you have a fire extinguisher or blanket available.

Any cleaning products or chemicals should be safely stored away from food and not accessible by the public.

Ensure you are aware of ingredients, in case someone has an allergy and asks. Pay particular attention to nuts, eggs and milk. Ensure these type of products are labelled. If you don’t know, don’t guess and don’t give any guarantees.

Ensure food is chilled and only displayed for the shortest time possible. Fridges should be at 8੦C or less. Raw, cooked and ready-to-eat foods must be separated. Food should be out of chilled storage for as little time as possible prior to use and no more than the maximum of 4 hours. If necessary, a system should be devised to replenish stock through the afternoon.

Raw meat is the main source of bacteria contamination, so food should be cooked thoroughly and grills/ovens should be preheated. You may wish to use a probe to ensure your methods are safe..

When adding raw meat to a BBQ, ensure it does not come into contact with cooked or part cooked food already on the BBQ. Ensure a system is in place and anyone cooking is aware of this.

Ensure different chopping boards, containers and utensils are designated for meat, fruit/vegetables, dairy etc. and are not mixed at any time.

Please nominate an adult member of your group to be responsible for all aspects of safety, so they act as a single point of contact between your group and carnival organisers both before and during Carnival Day. Please ensure this information is on the pro-forma.

Please ensure you have informed the Carnival Working Group of your requirements to ensure your performance goes ahead smoothly by 12th June at the latest. This information should be confirmed to you by letter(via email) If you realise something has been overlooked, please inform the Carnival Working Group at your earliest convenience or email rot.carnival@virginmedia.com

Please ensure you have an adequate number of helpers to set up your equipment and to look after the performers, particularly if they are children.

Please ensure all members of your group have information passed to them and have been fully briefed.

Please ensure you carry a mobile phone and have the details of the Carnival Working Group should you need to contact us at any time.

Please take into account the transportation of equipment, bearing in mind cars will only have access to the drive area and will only be allowed to park for a short period whilst you empty its contents. You will need to carry equipment from this point. If you require help, please let the Carnival Working Group aware.

If you are using pre-recorded music, please ensure this is delivered to Sherbourne Sound by 7th July to ensure technical checks and back up copies can be made.

Please ensure you report to your designated point of contact from the Carnival Working Group at least 30 minutes prior to your performance.

If you have been allocated changing facilities, please ensure this room is locked when an adult member of your group is not present. Please ensure any keys given to you are kept safe, are only used by an adult and are returned to your designated contact prior to leaving the Carnival.

Please ensure you have suncream and water available should it be a hot day.

Please ensure you are aware of the site layout, particularly the First Aid, PA point, toilets, refreshments, exits and the evacuation/incident routine.

Please ensure you have made adequate arrangements for any children to be dropped off or collected.

GUIDELINES FOR ACTIVITY PROVIDERS

Please ensure the guidelines issued by the Bouncy Castle hirer are followed at all times. If the public will not follow your instructions on this then please close the activity. IE. Parents/guardians MUST stay by the activity.

Please ensure any products used for facepainting are sourced from a reputable supplier, conform to safety standards and carry the “kite” mark.

Please be mindful of children who may have allergies or who may have some physical disabilities and require closer supervision. Check with parents/guardians if you are unsure.
